EU Competent Authorities Meet On Land Use Planning For Chlorine and LPG Storage
01/07/2010In Ispra in June, competent authorities from European countries met to share and confirm risk scenarios and associated risk frequencies for the storage of liquefied petroleum gas and chlorine. Also shared was information on case studies of land use planning decisions near establishments storing LPG or chlorine.
Although there were significant differences in the approaches used by authorities in these countries to reach a decision, it was clear that the resulting hazard region distances and permissions criteria for proposed developments were similar for cases involving stored LPG. For regions involving stores of chlorine there were some real differences on decisions about developments.
EPSC Technical Director Richard Gowland had many observations on the case study reports:
- Authorities in France have moved more towards QRA methods since the Toulouse explosion. INERIS does most of the work. They take all their inputs from the Safety Report. (unlike in the UK where the Safety report is based on more ALARP issues and may take a different range of scenarios). They do have a concept where properties may be requisitioned when in the inner zone and potentially the industrial operator may have to stop the operation (or add protection). This is a real concern because it means that a development of houses or something else which is not under the control of industry could cause it severe economic damage.
- UK CAs use QuickFN methodology to come up with the most dominant scenarios. Some of their models are being updated (e.g. RISKAT). Land Use advice to local authorities is based on separate studies from those required for Safety Reports. Decision radii is based on Individual risk. Surprisingly, they include the possibility of BLEVE even for mounded or buried LPG tanks. They do this because in many cases the quantity of hazardous material is large and they want to make sure that the worst case is considered. When the societal risk was considered there were problems where the result drifted above the tolerability limit for both chlorine and LPG.
- Italy does not take catastrophic failures as non credible for LUP. This is unusual (anything <=1E06 I examined, but it is not specifically stated – just agreed practice). This relies on safety barriers unlike the evaluations of most other competent authorities. They publish reference scenarios. Much is organised by ‘decree’ from the ministry.
- Wallonia: In both LPA and chlorine studies, the centre circle (no development) was very small compared with the other radii. However, the radius at which sensitive developments are allowed is similar to other states.
