EPSC Presents Clarifications on IEC61511 to TWG2
05/07/2010At a Technical Working Group 2 meeting, at the request of the Joint Research Centre, EPCS Technical Director Richard Gowland made a pair of presentations on IEC 61511 and Safety Instrumented Systems.
The competent authorities of Europe take interest in IEC 61511 as it is recognise as good practice. There were several points of particular interest raised in the presentation clarifying the implementation of the standard:
- Clause 8.2.2 is often overlooked by industry when low failure frequencies are claimed for Basic Process Control Systems
- The BPCS is allowed as a layer of protection, but only if it can be proved independent of initiating events and of other layers of protection, often difficult.
- Clause 9.4.2 is misleading where it states that the risk reduction from a BPCS function shall be less than 10 (it actually means shall not be more than 10)
- Example failure frequencies and PFDs in the standards (pats1,2,3) cannot be ‘assumed’. You need records to show proven is use performance.
- Human factors are often included (initiators and/or response) and need proper evaluation (instead of unjustifiable performance such as ‘SIL2’)
